other than Cadets shall be appointed to any Office for which
Cadets have caeteris paribus a preferential claim.

The signatories to the letter are all
Gentlemen of very short service which makes the present position
appear rather difficult, but I assume that when their length
of service warrants it they will, in the event of vacancies
occurring in the affiliated Colonies, be considered in making
the appointments.
